Standard is the result of the progress of human civilization and the universal language of the world. Standard promotes the interconnection of the world. In promoting the construction of "one belt and one road", standards and policies and rules complement each other and work together to provide an important mechanism for interoperability. In order to implement the spirit of "promoting the vision and action of building the Silk Road Economic Belt and the maritime Silk Road in twenty-first Century" and the spirit of the 2017 "one belt and one way" International Cooperation Summit Forum, on the basis of implementing the standard Unicom's "one belt and one way" action plan (2015-2017), we focus on promoting the overall requirements and key tasks of the new phase of the "one belt and one road" construction, combining standardization work. Actually, this plan of action should be formulated.

I. Overall requirements

Conscientiously study and implement the nineteen spirit of the party in an all round way, and deeply understand the spirit of a series of important speech by general secretary Xi Jinping on promoting the construction of "one belt and one road". Conscientiously implement the directive requirements of general secretary Xi Jinping on standardization work at the thirty-ninth International Conference on Standardization (ISO), adhere to the principle of demand orientation, standard guidance, innovation and cooperation, mutual benefit and win-win implementation and rolling implementation. Strengthen the compatibility with the national standardization strategy and standard system along the line, vigorously promote the internationalization of Chinese standards, strengthen the organic connection between standards and policies and rules, build a cooperative "hard mechanism" with the standard "soft link", strive to improve the compatibility of standard system, support the construction of infrastructure interconnection, promote international production capacity and equipment manufacturing cooperation, and facilitate investment and trade in services. In order to promote the construction of "one belt and one road", we should provide a solid technical support and a strong mechanism to protect the interests and deepen cultural exchanges.

II. Main objectives

By 2020, there will be basically a new situation of standardization, internationalization and development of exchange, mutual understanding, openness, inclusiveness, interconnection and sharing of results. Basically, a new pattern of standard internationalization for government driven, market led, multi stakeholder participation and collaborative efforts has basically been built. The compatibility level between China's standards and international and national standards systems has been continuously improving, and standardization is fundamental in promoting the construction of "one belt and one road". And give full play to its strategic role.

—— Standardization, opening up and cooperation are deepening. We must consolidate and enhance the level of standardization cooperation with other countries such as Europe, ASEAN, BRICs, Northeast Asia, North America, Africa and Oceania, expand the regional standardization cooperation channels extending with central and Eastern Europe, Central Asia, Western Asia and Arabia countries, and basically achieve a standardized cooperation mechanism with the key countries along the "one belt and one road".

—— Standard "go out" step is more solid. Efforts will be made to promote the issuance of a new batch of mutual recognition standards with the countries along the line, to build a number of overseas standardization demonstration projects in the fields of industry, agriculture and service industries, and to implement a number of Foreign Standardization Training projects.

—— The field of mutual recognition of standards has been expanding. Systematic deployment of the Chinese Standard Foreign Language Edition to formulate plans or tasks of not less than 1,000, and the number of key technical indicators in key areas of standards to achieve 2,000.

—— China's standard brand effect has been significantly improved. We should continuously improve the consistency between China's standards and the international standard system, and formulate a list of Chinese standards in the related fields of "one belt and one road" construction, and promote the application of Chinese standards in the "one belt and one road" construction.

III. Key Tasks

Focusing on policy communication, facility communication, trade unimpeded, fund financing and popular support, focusing on key channels and major projects for interconnection construction, and developing standardization cooperation in infrastructure, capacity cooperation, trade finance, energy environment and poverty reduction practice in key countries and regions, so as to promote all-round docking of standardization strategies, policies, measures and projects. We should promote the whole process of standard research, formulation, exchange, mutual translation, mutual recognition, transformation, promotion and so on, and strive to realize the compatibility of the national standards system, and establish a new image of China standard with the "one belt and one road" initiative.

(1) docking strategic planning, condensing standard China Unicom and building an international consensus of "one belt and one road". Promote the alignment of China's strategic plans, such as the National Standardization System Development Plan (2016-2020), the Equipment Manufacturing Industry Standardization and Quality Improvement Plan, and the Consumer Goods Standards and Quality Improvement Plan (2016-2020), with the national or regional standardization strategic plans along the line, seek the joint points of cooperation, and study and establish cooperation mechanisms. To carry out standardization policy and Strategy Research of key countries along the line as well as international and regional standards organizations, and compile the Global Standardization Strategy Compilation. Taking the opportunity to speed up cooperation with the 12 signatory countries such as Russia, Belarus and Serbia on the basis of strengthening the standard cooperation and boosting the joint initiative of "one belt and one road" construction, we will promote standardization into the framework of cooperation between the state, foreign affairs, science and technology, commerce, quality inspection and other countries.

(2) Deepening cooperation in infrastructure standardization and supporting the construction of infrastructure interconnection network. In terms of transport infrastructure, we should continue to improve the technical standards system of railway, highway, waterway and civil aviation, and develop the formulation of foreign versions of standards. In terms of energy infrastructure, we will carry out analysis and Research on national oil and gas pipeline standards along the route, strengthen international standardization cooperation with Russia, Belarus, Kazakhstan and other countries in the fields of power, power grid and new energy, and promote the optimal allocation of energy resources between countries and regions. In terms of information infrastructure, we advocate the development of standards for information interconnection and interoperability between cities, and the demonstration and popularization of China's digital television technology standards, China's giant screen system and laser projection technology, and the technical specifications of on-demand cinemas in the countries along the line, so as to promote the joint development of local digital television standards.

(3) Promoting international cooperation in standardization of production capacity and equipment manufacturing to promote better and faster development of the real economy. In key areas of capacity cooperation, such as oil, gas and nuclear power, we should guide and help enterprises to actively adopt scientific and applicable standard system in the aspects of project design and development, raw material procurement, production and processing, inspection and after-sales service, so as to promote the landing of key projects of international capacity cooperation. In the areas of building materials, textiles, steel, non-ferrous metals, agriculture and household appliances, we will help key countries along the line improve their standard system and provide standardized information services. In the field of aviation, ship, construction machinery and other equipment manufacturing, the countries along the line jointly formulate international standards and improve the construction of international standards system.

(4) Expanding cooperation in standardization of foreign trade and promoting the development of foreign trade. In the negotiation of FTA, we should actively promote the harmonization of standards. Regional organizations such as APEC and the Pacific Regional Standards Conference have actively advocated the adoption of international standards to improve the consistency of standards with key regional countries such as North America, Japan, South Korea and Southeast Asia. Supporting the construction of Sino-European train, improving standardized cooperation in logistics services, pallets and international freight forwarding, and improving the quality of operation. We will strengthen international cooperation in e-commerce standards and develop new models of e-commerce standard services. We will build the "one belt and one way" international cooperation and integrity e-commerce network, and promote the development of China, Russia and Europe railway cross-border electricity supplier logistics business development standards. Promote the standardization of e-commerce data service, logistics application and traceability system, and realize the integration of online, offline and domestic and foreign development.

(five) strengthen cooperation in energy conservation and environmental protection standardization, and serve the construction of green "one belt and one road". Speed up the research and formulation of green product evaluation standards, promote the construction of product standard system, strengthen the cooperation and exchange of green product standards and certification and accreditation, promote green product standards, promote international mutual recognition of green product certification and standards, reduce green trade barriers and promote the development of green trade. We will promote the standardization of green infrastructure, upgrade the level of greening and low-carbon in the process of infrastructure operation, management and maintenance by standards, and strengthen the guarantee of ecological environment quality. We will deepen standardization cooperation in the field of energy conservation, promote coordination with key national energy conservation standards in the region, carry out cooperative research on Energy Conservation Standardization in refrigeration, air conditioning and lighting products, and support the construction of green industry and eco-environmental protection cooperation projects.

(6) Promoting standardization and cooperation in the field of Humanities and promoting civilized exchanges and mutual learning. Strengthen the exchange of standardization personnel, promote exchanges and visits of standardization experts and technicians, carry out training of standardization personnel along the line, and consolidate the basis of cooperation. We will promote standards-setting cooperation in the field of Humanities and cooperate with countries along the line in the fields of press, publication, radio, film and television, cultural relics restoration and exhibition, museums and the management of world cultural heritage. Strengthen cooperation and exchanges with countries along the line on tourism standardization, and promote tourism standards. To carry out exchanges and mutual verification with countries along the line in the standardization of art quality management, and promote cooperation in tracing, trading, circulation and demonstration of standardized application of art quality certification.

(7) Strengthen standardization and cooperation in the field of health services and enhance the common feelings of the people. We will promote cooperation in the formulation and revision of international standards for traditional Chinese medicine, accelerate the development of international standards for medicinal materials, pharmaceutical products, medical devices, terminology and informatics, and jointly improve the international standards system for traditional Chinese medicine. Promote cooperation in supporting the elderly, actively assisting life and standardizing household affairs, organize national service standardization demonstration units and relevant institutions to carry out standard publicity and training applications in relevant countries, and carry out standardized skills training for the elderly and household workers in countries along the line where there is demand. We will strengthen cooperation in the field of port public health system construction and promote mutual recognition of supervision and mutual assistance in law enforcement.

(8) Develop standardized cooperation in the financial field and serve to build a stable and fair international financial system. Focusing on the key areas of consumers'attention, such as bank product and service description criteria and third-party payment, we will deepen cooperation with the financial standardization of countries along the line and jointly formulate international financial standards. We welcome local banking institutions along the line to join the RMB Cross-border Payment System (CIPS) and actively promote CIPS business standards.

(9) Strengthen standardization cooperation in the marine field to help smooth the 21st century Maritime Silk Road. In the key areas of marine equipment, marine observation and marine industry, we actively advocate the formulation of international standards. To carry out translation of foreign versions of national marine standards such as marine ecological environment protection, marine observation and prediction, disaster prevention and mitigation, promote mutual recognition of national marine standards, and enhance the compatibility of National Marine Standards Systems along the line.

IV. Special Action

Focusing on key areas, key countries, important platforms and important foundations, coordinating the standardization resources of the whole country, giving full play to the role of enterprises, industries and local areas, and concentrating on a number of special actions for standardization of "one belt and one road" construction, and striving to achieve standard foreign language version, international and domestic standards comparison, overseas standardization demonstration, and regional standard alliance construction in a relatively short period of time. Breakthroughs will drive the overall interconnection of policies, rules and standards.

(1) Standard exchange and mutual recognition among countries. In the key areas of bilateral trade development, scientific and technological progress and industrial transformation and upgrading, standardization authorities among countries should promote standard exchange and mutual recognition and standard comparison, and strive to improve the consistency of standards. We will continue to promote standard exchange and mutual recognition, further expand the scope of standard exchange, carry out translation, comparison and applicability analysis and verification of exchange standards, and form a comprehensive catalogue of standards for mutual recognition. We will further promote cooperation with the United Kingdom and France in improving standards consistency in railway, agricultural food, electronic health care, the elderly economy, sustainable urban development and smart cities, and promote compatibility of standards systems among countries.

(2) Action to enhance the international impact of Chinese standards. In the fields of power, railways, ships, household appliances, metallurgy and traditional Chinese medicine, we should accelerate the transformation of scientific and technological achievements, strengthen the development of technical standards, speed up the improvement of standards system, enhance the advanced and systematic nature of standards, establish key standards to go out of the project bank, promote the construction of standardized overseas demonstration projects, and strengthen the standardization construction of overseas industrial parks and economic and trade parks. We will vigorously carry out inter-city standardization cooperation, promote the construction of innovative cities with international standards in Qingdao, Hangzhou, Shenzhen and Baotou, and strengthen exchanges and mutual learning of standardization practices among countries along the line.

(3) Targeting actions for key consumer goods. For key consumer goods, we will organize the comparison of consumer goods standards with international and foreign standards and technical regulations for major trading countries and key countries along the line. By 2020, about 500 technical indicators of 300 key consumer goods standards will be compared. Actively introducing international standards and advanced foreign standards, speeding up the transformation of more than 200 important international standards, comprehensively promoting standards mutual recognition with major trading countries, and publishing foreign versions of China's consumer goods standards. Actively participate in the revision of international standards for consumer goods such as household appliances, toys, shoes, textiles, furniture and fireworks.

(4) Overseas standardization demonstration and promotion activities. We will carry out cooperative demonstration of international productivity standards and build demonstration projects for overseas application of standards around construction machinery, agricultural machinery and other equipment. Promote the demonstration of global energy Internet standardization cooperation, carry out standard demand analysis in the field of interconnection of transnational power grids such as Mongolia, Russia and Pakistan, promote the formulation of international organization standards for interconnection of bilateral or multilateral transnational power grids, and apply them in transnational interconnection projects. We will strengthen the construction of ASEAN agricultural standardization demonstration zones, and demonstrate and popularize the standards of seed seedling, plant variety protection, planting (breeding) management, agricultural product quality grading, circulation of agricultural products, agricultural inputs, agricultural machinery and equipment in the fields of grain, tea, fruit and vegetable, cotton and other large-scale and characteristic agricultural products.

(5) Chinese Standard Translation in Foreign Languages. Around the "one belt and one road" construction of key areas, 1000 Chinese standards for foreign language development have been formulated. In the fields of transportation, petroleum and natural gas, electricity, information technology, finance, oceans and railways, the formulation of foreign versions of national standards is emphasized. We will strengthen the formulation of foreign language versions of industry standards, encourage relevant departments to formulate policies and measures conducive to the rapid formulation of standard foreign language versions, and develop a corpus of translation of Chinese standard foreign language versions on the basis of major national scientific and technological achievements. Local governments, organizations and enterprises are encouraged to actively participate in the formulation of the standard foreign language edition in accordance with actual work needs. Foreign-funded enterprises are encouraged to declare and participate in the formulation of projects in the foreign language version of the standards.

(6) Action to enhance the capability of standard information services. Actively promote the exchange of standard information with countries along the line, and promote standard mutual recognition through standard information exchange. Strengthen multi-standard information services involving government, think tanks, enterprises, social organizations and the public. Provide "one belt and one way" construction standard information service, focusing on key areas such as international transportation, energy, water and electricity, household appliances, and integrate standard indicators to compare research results, providing professional standard information services for enterprises to go out. We should strengthen the information service of the regional standards research center and issue standardized information on the construction of "one belt and one road". Promote the construction of Yiwu Standard Museum in Zhejiang Province, China. Cooperate with China-ASEAN Information Exchange Center and the United Nations Industrial Development Organization to promote the construction of "Green Wisdom Standard Library" and strengthen the sharing of national standard information resources along the line.

(7) Enhancing the internationalization capability of enterprise standards. We will promote the establishment of an international standardization and innovation demonstration base for enterprises, and open channels for enterprises to participate in the standardization of "one belt and one road" construction. Special training of standardized talents for enterprises, especially small and medium-sized enterprises, will be carried out to improve the professional and comprehensive quality of standardized talents for enterprises, and to enhance the ability and level of enterprises to participate in international standardization activities. We will strive to build international standardization training bases in Qingdao, Shenzhen and Hangzhou, and provide fixed standardization training and docking mechanisms for standardization personnel of Chinese enterprises and scientific research institutions.

(8) Standard International Innovation Service Action. To play the platform role of standards, the theme of supporting services at home and abroad involves important forums or fairs to promote the construction of "one belt and one road".

V. Safeguards

(1) Guarantee of policies and regulations. We will promote the standardization of China Unicom's "one belt and one road" action plan elements into multiple bilateral cooperation mechanisms with the countries along the line. We should speed up the revision of the standardization law and related supporting laws and regulations, so as to provide legal protection for standard Unicom to build a "one belt and one road" work.

(2) Guarantee of funds for the mechanism. We should give full play to the coordination mechanism of the leading group office of the "one belt and one way" construction work, and strengthen the communication and interaction between the government departments, between the central authorities and the local governments, between the government and enterprises. On the basis of making full use of the existing capital channels and revitalizing the stock funds, we should increase the investment in standardized projects with initial results, explore the establishment of a market-oriented and diversified funding mechanism, and do a good job of fund guarantee for related projects.

(3) Assessment and implementation. In accordance with the division of responsibilities, departments should further sort out and implement key tasks and priority projects, and formulate implementation plans and timetables. Strengthen the supervision and inspection of the action plan to solve the problems in time. Strengthen the follow-up and evaluation of the implementation of the action plan, and timely put forward opinions and suggestions on adjusting the plan and improving the policy.

(4) Publicity and guidance. Through multi-bilateral exchanges and other forms, we should intensify the propaganda of relevant work policies and information, give full play to the role of government departments in information guidance, policy support, communication and coordination, mobilize the enthusiasm of relevant associations, societies, chambers of Commerce and industrial alliances, carry out all-round and multi-level propaganda and promotion work, and create an active participation of all sectors of society in the "one area, one area" of standard communication.
