The Circular of Shanghai Traffic Commission on Publishing the Pilot Enterprises for Vehicle-free Transport at Shanghai Level has been issued to the outside world, and 40 enterprises have been listed in the Pilot Enterprises. In accordance with the requirements of "Opinions of the General Office of the Ministry of Transport on Promoting Reform Pilot and Accelerating Innovative Development of Vehicle-Free Transport Logistics", these enterprises apply to the local operating agencies for the issuance of general cargo (Vehicle-Free Transport) business licenses valid until December 31, 2017.

On December 28, 2016, Shanghai EPU Logistics Co., Ltd. was granted a license for road transportation without vehicles after passing the examination.
