Circular of the General Office of the Ministry of Transport on Publishing the List of Qualified Enterprises for the Pilot Examination of Vehicle-Free Carriers

After the issuance and implementation of the Notice of the General Office of the Ministry of Transport on Further Performing the Pilot Work of Vehicle-Free Carriers (Handling Letter of Transport [2017] 1688), the competent transport departments of the pilot provinces (districts and municipalities) have assessed the pilot enterprises as required. On the basis of full communication and consultation with provinces, according to the principles of encouraging innovation, inclusiveness and prudence, our Ministry has optimized and adjusted some assessment indicators, and reviewed the pilot enterprises according to the statistical data of the operation monitoring platform of the ministry's no-vehicle-carrying pilot and the assessment situation of provinces. A total of 229 pilot enterprises have passed the examination. With the consent of the Ministry of Transport, they are now published and will be published. Relevant notices are as follows:
1. Continuation of pilot qualification. The provincial transportation authorities shall extend the pilot enterprises for one year (see Annex 1 for the list of qualified pilot enterprises) in accordance with the "Notice of the General Office of the Ministry of Transport on Monitoring the Pilot Operation of Vehicle-free Carriers" (Handing in Letter of Transport No. 256). The Road Transport Operating License, which is issued for general road freight transportation (no-vehicle transportation), is valid until February 28, 2019. The pilot qualification of no-vehicle carrier shall be terminated for enterprises not included in the list of qualified pilot enterprises.
2. Perfecting the function of monitoring platform. Further optimize the information comparison rules of the Ministry and provincial non-vehicle transport pilot operation monitoring platform, strengthen the automatic monitoring and comparison of enterprise access data, and improve the level of intelligent verification. We will strengthen cooperation and docking with the National Road Transportation Administration Management Information System, the National Public Supervision and Service Platform for Road Freight Vehicles, and jointly carry out comprehensive monitoring of the "people, vehicles and households" qualification information, heavy-duty ordinary trucks and semi-trailer tractors entering the network, vehicle trajectory information and other non-vehicle undertaking business.
3. Improving the quality of data transmission. Pilot enterprises should faithfully, accurately and timely submit all non-vehicle transport business documents, avoid data disclosure and false reporting, and reduce the rate of comprehensive abnormality of transport documents. The qualified pilot enterprises shall supplement the capital flow sheet on the basis of the existing non-vehicle carrier waybill (see Annex 2 for the technical specifications), complete the docking with the monitoring platform at the Ministry and provincial levels by March 31, 2018, and upload the capital flow sheet on April 1.
4. Handling abnormal documents well. The provincial transportation authorities should check the abnormal information feedback from the Ministry's monitoring platform in time, urge the pilot enterprises to deal with the abnormal documents in time, verify the abnormal complaints of vehicle qualification submitted by the pilot enterprises in time, and fulfill the responsibility of assessment and supervision.
Fifth, do a good job of data confidentiality. The monitoring platforms at ministerial and provincial levels should enhance the overall protection capability of network security and ensure the information security in the process of data upload and interaction of pilot enterprises'waybills. The provincial transportation authorities and relevant technical support units shall strictly keep confidential the relevant data uploaded by the pilot enterprises and shall not use the data for commercial development in the monitoring of the pilot operation.

On March 6, 2017, the Ministry of Transport issued the Notice of the General Office of the Ministry of Transport on Monitoring the Operation of Vehicle-free Transport Pilot. A total of 283 Vehicle-free Transport Pilot Enterprises were selected from 29 provinces (districts and municipalities). After nearly a year of pilot projects, according to the latest circular issued by the Ministry of Communications, the number of qualified enterprises in the pilot projects has been reduced to 229. Through strict examination, our company continues to be qualified as a "Car-Free Carrier".
